History:
Villainy was the family business. As long as they could remember the Mongfishes had been Sparky and mischievous, using their scientific aptitude to cause mayhem and gain power. It wasn't that anyone in her family was truly evil, that was just what they did. The role they took. The world ran on stereotypes and stories, and what would the Heroes do without any Villains to fight? She was the oldest of three daughters, including Serpentina and Demonica. Their father, Lucifer Mongfish, did his best to groom all three of them to carry on his work and take up his villain mantle. Only Lucrezia showed any real promise in professional villainy, however. Demonica was less favorited and always played second fiddle to her sister for lack of her powerful Spark and hammy baddy ways. Serpentina never showed any real interest in villainy at all, and eventually ran away with a man named DuMedd, whom she married.
When Lu was old enough, she went to study at University, where she met Bill and Barry Heterodyne and Klaus Wulfenbach. The four of them became close friends, despite the brothers being destined for Heroing and Lucrezia being destined for Villainy. They didn't mind and it didn't get in the way of their friendship; those were their roles in life, nothing more. It was the way the world worked, and for now they were fellow students. Lucrezia probably developed her feelings for both Bill and Klaus at school. She and Klaus carried on a clandestine relationship while he traveled with the brothers and the three of them thwarted Lucrezia and her father.
After a highly successful career as a Villainess with the Boys as her arch-nemeses, Lu found that she couldn't fall out of love with the dorky optimistic Bill Heterodyne. No matter how absurd she thought he was, he eventually won her over with his boyish charm. He convinced her, despite her grooming and talents, that she could be a "good guy" and that if she really wanted to she could change. Even more importantly, he convinced a little part of her that she wanted to change. She agreed to marry him (he only asked at least a thousand times), and she did her best to become a Hero.
Personality:
Campy to the maximum and even more sexual, Lucrezia is in some ways a stereotype of the Mad Scientist Villainess. She has an extremely healthy ego and is very confident in her femininity. She's a very strong Spark and as such has an almost consuming obsession with her work, which is mostly based in biology. Her constructs are brilliantly made and she's working on a breakthrough in modern understanding of the consciousness. She has a particular love for insects, particularly the Hymenoptera family (bees, wasps, ants ect) and she also loves arachnids, amphibians and reptiles, and will not hesitate to show her fiery temper if anything bad is said of them. She lives well within the grey area of morality, a hard thing to avoid for a Spark anyway, and sees absolutely nothing wrong in using people as experimental subjects. She values the lives of Sparks over non-sparks, and values certain favorite people well over everyone else, and can take great girlish glee in causing them distress for science. Or rather, she would, if she wasn't currently trying to be a "good guy".
Abilities & physical limitations:
Almost too short to function. Has incredibly hypnotic breasts. Lucrezia is a Spark, and a pretty powerful one too. Her specialty is more biologically based and she prefers to work on living subjects. Her specific specialty is consciousness transfer. If she doesn't like you, she'll put you into a snail and then salt you. She can also do fairly sophisticated genetic engineering. Need a nerve rewired? She's your lady. She can also probably seduce anything within a ten mile radius just by moving her hips (at least, she certainly thinks so.)
Appearance:
Tiny, curvy, and sexy. Lucrezia isn't an inch past 5 feet, and she's nothing but hips. The corsets she wears do nothing to prevent her from looking like a caricature of the female body. She's got a little extra pudge and a very pouty lower lip. Green eyes and waist length golden hair complete the picture.
Notable AU differences from canon, if applicable:
She is taken from an established timeline point before canon, and there's very little we know of her from that point in time. Currently in canon, she is somehow one and the same as this mysterious inter-dimensional goddess-thing called the Other, and we know canonically at what point in time the two of them merged. She's taken from before that time. Other than that, and some background bullshitting, she doesn't deviate from canon.

Title: Mistress of Restraint
In-game abilities:
'Mistress' is a title for authority and control. Those with the Mistress title have presence and charisma and can control aspect, or control through aspect. 'Restraint' is an aspect that deals with self-control and reining in, of emotions, of distractions. Mistresses of Restraint are the natural leaders with the ability to control their personal desires in order to do what is best, and to encourage that kind of self-control in others. (Lucrezia of course deeply misunderstands this.)
Planet: Land of Hives and Tunnels
Her planet is one giant hive, resembling a combination of an ant colony and a wasp's nest. Entrances to the tunnels are covered with trap-doors, and certain hunting members of the consort colony hunt by surprising prey through those trap-doors. The consorts themselves are large insectoid monstrosities with the bodies of wasps and the legs of spiders. Their social structure is much like that of ants or honey-bees, with a reproducing Queen at the center of everything, a few reproducing males, and a few classes of infertile female drones who do most of the work.
